Accolades: 2013 All-Rookie First Team

Dion Waiters had a very rough season in 2014-15. He didn’t fit in with the Cleveland Cavaliers—a team that reached the NBA Finals—and struggled to develop any form of consistency with the Oklahoma City Thunder—an on-paper contender that missed the playoffs.

As unfortunate a season as it may have been, it’d simply be naive to pretend he’s not one of the Top 25 players under 25 years old.

Waiters is an offensive weapon who’s looking for the right environment to thrive in. New head coach Billy Donovan could provide him with that opportunity as soon as 2015-16.

He’s polarizing, but Waiters has the skill level to score at will.

Waiters’ percentages plummeted in 2014-15, but he can score from all over the court. He’s a solid shooter who can put the ball on the floor and drive against the best of perimeter defenders.

A very down season inevitably hurts his ranking, but Waiters is too talented to not make this list.
