24. Wesley Matthews, UFA

If Wesley Matthews were 100 percent healthy, he’d have ranked higher on this list. It’s simply impossible to ignore the fact that he suffered a torn Achilles tendon mere months before free agency.

To leave Matthews off of this list would be equally egregious.

Matthews is one of the NBA’s premier 3-and-D specialists. He’s a genuinely elite shooter whose volume rivals the best in the league, while his defense was All-Defensive Team worthy in 2014-15.

Matthews’ relentless work ethic will cause many general managers to fall in love with his potential value to their respective teams.
