21. Juwan Howard

Juwan Howard was a promising young player, named to the All-Rookie team in his debut season.

He played in the NBA All-Star Game in 1996, and that promise led to Howard becoming the first-ever player in the NBA to sign a $100-million plus contract, when he inked his seven-year, $101 million deal with the Washington Bullets, now called the Wizards.

Howard was not a terrible player, but after signing the richest contract in NBA history, he never again sniffed all-star status and would end up like so many other bad contracts; traded simply for salary cap relief.
